The risk to property items getting damaged can largely be taken care of by some insurance trickery and/or having a robust screening system for prospective tenants initially; the first few major cities’ expansion can in fact be done solely on referral and personal invite basis, so essentially someone would have to ‘vouch’ for you not being a douchebag and that’s the only way you’re getting in.
